The 2023 Gross Borrowing Requirements are revised downwards by 2.0 billion euro to 49.07 billion euro, mainly as a result of a lower estimate of pre-funding for 2024.

The Belgian Debt Agency now expects to buy back OLOs maturing in 2024 for an amount of 0.30 billion euro, instead of 2.09 billion euro. This is due to the high price of the short-term OLOs. In addition, the other financing requirements would only amount to 0.10 billion euro (vs. 0.31 billion euro).

1. Results

The issuance result of the 1-yr State Note, redeeming on September 4th, 2024 and carrying a coupon of 3.30%, amounted to 21.896 billion euro. It is by far the most successful issuance of State Notes ever. Until now, the record was held by the so-called Leterme-Notes, which resulted in an amount of 5.729 billion euro, in December 2011.

234,310 subscriptions were made through the website of the Belgian Debt Agency, for an amount of 7.093 billion euro. This is equivalent to 32.4%...

In light of the very successful issuance of the 1-year retail State Note, the Belgian Debt Agency has decided to make the following changes to its planned issuance of Treasury Certificates in the next weeks:

- On 5-Sep-2023 the Treasury Certificate with maturity 7-Mar-2024 will not be offered;
- The Treasury Certificate with maturity date 12-Sep-2024 will not be offered in the auctions of 12-Sep-2023 and 10-Oct-2023.

As of the end of July 2023, the federal government debt amounted to EUR 489.237 billion. Federal government debt thus decreased by EUR 5.18 billion in July.

In net terms (after deducting placements and securities held in portfolio), the federal government debt decreased by EUR 3.46 billion to EUR 474.58 billion.

The net balance to be financed amounted to EUR 3.46 billion in July (to the detriment of the Treasury).
